The John & Sandy Goldwater State Challenge Grant

This is a competitive grant opportunity. We strongly encourage state boards to collaborate, reflect and strategically plan proposals that target transformational activities aligned with the growth metrics outlined below.

Funded projects must demonstrate how they will drive progress in the following key metrics:

1. More Money – Significant increases in scholarship dollars raise.
2. More Kids – A substantial rise in the number of scholarships awarded.
3. Scholarship Value Growth – Growth in the average dollar value of each scholarship awarded.

Funding Parameters

• Grant amounts will range from a minimum of $5,000 to a maximum of $15,000–$20,000, depending on the proposed scope of work.
• Projects should be designed for completion within nine to 12 months.
• Due to the size of these awards, KCOA anticipates funding only four to six proposals per year.
• States are encouraged to be creative.

To apply, states must:

• Be certified at Level 2 related to the KCOA Levels of Excellence
• Have net assets under $500,000

Selected states must submit:

• A mid-point report
• A final completion report
• Participation in a longitudinal impact report to be completed in 2028 to assess lasting change

Use of service providers:

• All service providers must be fully vetted by KCOA.

Please complete and return this application by September 25, 2025, to be considered.  Grant Awardees will be notified by November 15, 2025.

All contracts must be signed and returned by December 15, 2025.

First Grant Payments will be made by December 20, 2025.
